About Otsu

Otsu is the quiet, elegant capital of Shiga Prefecture and the closest city to famous Kyoto (just 9 minutes by JR train). For centuries it served as a key stop on the ancient Tokaido and Nakasendo roads and was once even briefly the imperial capital in 667 AD. Today it’s best known as the gateway to Lake Biwa — Japan’s largest and oldest freshwater lake — and for its perfect blend of nature, history, and relaxed lakeside living.

Locals are laid-back and proud of their clean water, delicious Omi beef and funazushi (fermented carp sushi), and the fact that their city feels a world away from Kyoto’s crowds despite being right next door. With beautiful temples tucked into mountainsides, a 200-km cycling path around the lake (Biwaichi), and stunning views in every season, Otsu is the ideal base for travellers who love Kyoto but crave space and nature.

Climate in Otsu

Otsu enjoys a mild inland/lakeside climate thanks to Lake Biwa’s temperature-regulating effect:

  • Spring (Mar–May) – 10–23 °C, spectacular cherry blossoms (early–mid April)
  • Summer (Jun–Aug) – warm and humid 25–34 °C, perfect for lake activities
  • Autumn (Sep–Nov) – 12–26 °C, vivid red-orange foliage around the lake
  • Winter (Dec–Feb) – cool 2–10 °C, occasional light snow on Mount Hira

The lake keeps winters milder and summers slightly cooler than nearby Kyoto.
