The City Palace of Culture is a municipal cultural institution in Biysk, Altai Krai, and the city’s largest concert and theater venue. It is recognized as an architectural monument of regional significance and serves as an important cultural and social center. The building was constructed in the late Soviet neoclassical style and has a T-shaped floor plan. Its main monumental façade, facing 9 Yanvarya Square, features a colonnade and decorative moldings, with a fountain located in the square.
Construction of the Palace of Culture began in 1954, funded by the Biysk Chemical Plant. The building was completed in 1963 and officially opened on March 29, 1964. Originally named the Palace of Culture of Chemists, it was later renamed the Palace of Culture and Technology of JSC “Polyex” following the plant’s reorganization, and subsequently became the Palace of Culture and Creativity. Since 2002, it has held its current name: the Municipal Cultural Institution “City Palace of Culture.”
Today, the City Palace of Culture is one of the key cultural venues in Altai Krai, hosting more than 40 creative groups. It includes theater studios, dance ensembles, vocal and instrumental collectives, a children’s art school, and applied arts studios. Each year, the Palace hosts over 500 cultural events, including concerts, theatrical performances, festivals, competitions, exhibitions, workshops, and interactive quests.
