The City Palace of Culture is the main cultural institution of Biysk, located in the Priobsky District at 56 Gorno-Altayskaya Street. The building is an architectural landmark of the 20th century and part of an urban architectural and landscape complex that includes the square and fountain. The structure has a T-shaped layout with a total area of about 6,580 m². Inside, it houses a theater hall with excellent acoustics, a lobby, rehearsal rooms, and exhibition spaces.

Construction began in 1954 as the Palace of Culture for the Biysk Chemical Plant. The building was completed in 1963 and officially opened on March 29, 1964. Today, the City Palace of Culture is the largest cultural center in Biysk, hosting citywide and regional festivals such as the Shukshin Readings, “Theatrical Province,” “Itkul Summer,” and “Kalina Krasnaya.” More than 35 clubs and creative groups are based here, including vocal, dance, theater, and art studios, with over 1,300 participants in total.

The main façade is a monumental structure with a colonnade, stucco decorations, and a pediment in the style of late Soviet neoclassicism. In front of the façade lies a large square with a fountain, first launched on August 10, 2021, accompanied by classical music projected from the building’s façade. The square and fountain are regularly improved with lighting, landscaping, and seating areas.
