Semey is a city located on both banks of the Irtysh River in the northwest of East Kazakhstan Region. It lies about 200 kilometers west of the regional capital, Ust-Kamenogorsk, and approximately 773 kilometers east of Almaty. Semey is the second-largest city in the region, covering an area of 210 square kilometers, with a population of over 350,000 residents. Semey is considered the cultural capital of Kazakhstan due to being the birthplace of many prominent figures who have made significant contributions to Kazakh culture and the arts.

The climate here is sharply continental, with wide fluctuations in annual and daily temperatures because the city is located far from seas and oceans. Winter temperatures can drop as low as -40 °C (-40 °F), while summer temperatures often rise to +40 °C (104 °F). The city receives little precipitation throughout the year. Central Square is situated in front of the Abay Theater and serves as a venue for various public events and celebrations. The facades of the City Administration building and the Abay Central Library overlook the square, creating an important civic and cultural space for the community.
